CHEYENNE, Wyo. (Wyoming News Now) - House Bill 173 is currently being discussed by the Wyoming House of Representatives. The bill considers different models for funding education in Wyoming. The bill offers a solution to deal with revenue shortfalls brought on by the declining coal industry.
The bill was on Second Reading in the House on Wednesday. Representatives introduced more than ten amendments to the bill. The first amendment was sponsored by Representative Clausen (R-HD06). The amendment looked to cap spending on student activities and central office spending when it comes to funding from the legislature. The amendment was adopted by the House of Representatives.
Representative Hallinan (R-HD32) proposed an amendment that would cut the number of personal development days for teachers. The amendment failed. During the floor debate, Representative Hallinan said the amendment would mean that teachers would take pay cuts, but they would still earn the same amount each hour. Representative Hallinan said it would also limit job cuts for teachers.
A few representatives had concerns that the amendment didn’t specify that the legislature would cut the number of personal development days. Some representatives supported taking away from the requirement to help with the funding situation but also said it would help free up teachers in other ways.
