The en banc ruling from the U.S. Court of Appeals for the D.C. Circuit that lawmakers aren’t blocked from going to court over subpoenas against the Trump administration was a win for the House. But a dissenting judge in the case warned of a “Pyrrhic victory” for lawmakers, pointing to prolonged delays in the litigation that will likely prevent them from obtaining the information at the heart of the cases any time soon.
