FRANKFORT, Ky. (AP) — The Kentucky House voted Friday to strengthen the legislative ethics code by adding sexual harassment to the list of violations.
The legislation reflects bipartisan work spanning the past three legislative sessions, said Republican Rep. Kimberly Poore Moser, the bill's lead sponsor.
The effort began after revelations in 2017 that four Republican lawmakers — including then-House Speaker Jeff Hoover — had signed a secret sexual harassment settlement with a female employee.
The ethics measure passed the House on an 85-0 vote Friday and now heads to the Senate.
The bill strengthen efforts to create a safe workplace and follows the principle that “everyone deserves to be treated with dignity and respect," Moser said.
“That's a standard that we should be setting for our workplaces," she said. “Expectations should be clear. Reporting mechanisms should be clear and well-defined and confidential. Adjudication should be swift, fair and predictable."
The bill defines sexual harassment as ethical misconduct, outlines reporting standards and strengthens confidential investigations of sexual harassment, she said.
