A bill that would expand Oregon’s anti-discrimination protections gained momentum Wednesday when it passed on a split vote in the House of Representatives.
House Bill 4107, which outlaws discrimination based on a hairstyle historically associated with race, will now head to the Senate.
The protections against hair discrimination, part of a nationwide movement, attracted widespread bipartisan support.
That was not the case for the bill’s other facet, which would make it illegal for most places that serve the public not to accept cash.
The bill’s main sponsor, Rep. Janelle Bynum, D-Clackamas, described both measures as critical steps to make Oregon more inclusive to marginalized communities.
But business lobbyists testified against the cash requirement at a legislative hearing earlier this month. Some Republican lawmakers, including Rep. Ron Noble of McMinnville, questioned why most businesses, but not state and city governments, would be covered by the mandate.
In a rare move at the Capitol, Democrats agreed to let Republicans substitute their version of the bill, introduced by Noble, for the version that reached the House floor based on approval in a Democrat-dominated committee. Noble’s version, which removed the exemption for state and local public agencies, drew bipartisan support.
For Democrats, it was a show of bipartisanship one day after the Republicans walked out of the House chambers, effectively ending the day’s proceedings.
Still, when lawmakers voted whether to move the amended bill to the Senate, 12 Republicans cast “no” votes.
If senators approve the bill, it will be up to Gov. Kate Brown to sign it into law.
