Here’s a run-down on some of the bills making their way through the House (or not):

Passed 1st Reading in the House:

HB0003 – Wyoming energy authority amendments (sponsored by the Joint Minerals, Business and Economic Development Interim Committee): Amends provisions of the Wyoming energy authority, providing for additional qualifications for energy authority members, amending ex officio members and powers of the authority and bonding requirements while repealing a bonding provision.

HB0004 – Wyoming coal marketing program (sponsored by the Joint Minerals, Business and Economic Development Interim Committee): Creates a Wyoming coal marketing program to be administered by the governor to protect and expand Wyoming’s coal markets and coal facilities.

HB0006 – Commercial operators-registration and authority to operate (sponsored by the Joint Transportation, Highways & Military Affairs Interim Committee): bill to authorize the department of transportation to suspend, revoke, cancel or refuse to issue registration of a commercial vehicle and authority to operate as a private motor carrier.

HB0007 – Commercial learner permits (sponsored by the Joint Transportation, Highways & Military): Bill that allows 18 years olds to apply for commercial learner’s permit.

HB0012 – Motor vehicle violations – penalties (sponsored by Joint Judiciary Interim Committee):  Bill to remove the imprisonment penalty under the general penalty provisions for violations relating to motor vehicles generally, for traffic violations and for violations of the Driver’s License Act, including removing the imprisonment penalty for failing to return a license or registration after suspension and providing imprisonment penalties for specified violations.

HB0015 – School capital construction account (sponsored by Select Committee on School Facilities): A bill that authorizes interfund loans for school major maintenance payments; eliminating the major maintenance subaccount within the strategic investments and projects account and eliminates the school lands mineral royalties account while maintaining the current distribution of revenue for school related major maintenance and capital construction.

HB0027 – Select committee on blockchain, technology and innovation (sponsored by Joint Corporations, Elections & Political Subdivisions Interim Committee): Bill to create a select committee on blockchain, financial technology and digital innovation, providing for appointment of members and executive branch liaisons and appropriations.

HB0028 – Firearm Regulation (sponsored by Representative(s) Lindholm, Blackburn, Blake, Clem, Greear, Loucks, MacGuire and Olsen and Senator(s) Coe, Driskill, Landen, Pappas and Schuler): Bill that clarifies the preemption of firearms regulation by the state and prohibits governmental entities from operating firearm buyback programs.

HB0062 – Special health care special districts (sponsored by the Joint Labor, Health & Social Services Interim Committee): Bill to allow cities, counties and municipalities to create special districts providing for the establishment of senior health care districts with senior health care district board powers and duties, providing taxing and bonding authority and additional powers to the boards of trustees for hospital districts and special rural health care districts as specified.

HB0134 Wyoming tourism account funding (sponsored by Joint Appropriations Committee): A BILL TO impose a statewide assessment on sales of lodging services; providing for distribution of the assessment collected; revising the local optional lodging tax.

Passed 2nd Reading in the House:

HB0009 – Abstracts of court records (sponsored by Joint Judiciary Interim Committee): Bill that requires courts to provide abstracts of court records to state agencies.

HB0010 – Human trafficking-penalty for subsequent conviction (sponsored by Joint Judiciary Interim Committee): Bill to increase penalties for human trafficking

HB0011 – Qualified residential treatment programs (sponsored by Joint Judiciary Interim Committee): Bill that would require an assessment for children placed in a qualified residential treatment program, requiring court review and presentation about the program etc.

HB0016 ­– Consolidation of theft crimes (sponsored by the Joint Judiciary Interim Committee): Bill to amend the elements of theft to incorporate various methods of stealing into one crime, modifying penalties for stealing related offenses and providing a statement of intent, making conforming amendments and repealing provisions incorporated into the offense of theft.

HB0023 – School district procurement amendment (sponsored by Select Committee on School Facilities): Bill to clarify that procurement activities by a school district are conducted through a board of cooperative educational services and are subject to publication and competitive bidding requirements.

HB0036 – Pesticide registration fee (sponsored by the Joint Agriculture, State and Public Lands & Water Resources Interim Committee): Bill to increase the pesticide registration fee, specifying distribution and applicability of the fee.

HB0045 – Special purpose depository institutions – amendments (sponsored the Joint Minerals, Business & Economic Development Interim Committee):  Bill to expand the authority of special purpose depository institutions to engage in incidental activities with the public as specified, specifying the types of security that can be pledged by a special purpose depository institution in lieu of a surety bond and continuous appropriation while repealing a provision requiring depositor services and the issuance of special purpose depository accounts.

Passed 3rd Reading in the House:

HB0026 – Tribal ID for voting (sponsored by the Joint Corporations, Elections & Political Subdivisions Interim Committee): Allows tribal identification cards to be used for voter registration.

HB0038 – Weed and pest amendments (sponsored by the Joint Agriculture, State and Public Lands & Water Resources Interim Committee): Bill that amends weed and pest control provisions related to inspections and remediation of weed and pest infestations.

HB0050 – Government procurement – amendments (sponsored by the Joint Appropriations Committee): A bill to modify provisions related to procurement and contracting by governmental entities, specifying duties of the state construction department and the University of Wyoming board of trustees and requiring rulemaking.

HB0051 – Professional services procurement – amendments (sponsored by the Joint Appropriations Committee): Bill to renumber and amend provisions related to the procurement of professional architectural, engineering and land surveying services, modifying applicability of resident firm selection requirements, specifying duties of the state construction department and making conforming amendments.

HB0052 – Public works and contracts (sponsored by the Joint Appropriations Committee): Bill to modifying and conforming provisions relating to public works contracting.

Bills that were killed in the House:

HB0017 – Parent and counsel family preservation(sponsored by the Joint Judiciary Interim Committee): would have created the office of parent counsel; providing for staffing and prescribing duties of the office; creating the parent counsel program; requiring rulemaking; providing for agency and county contributions to the program; creating the family preservation and advisory board.

HB0022 – Town and county development regulations (sponsored by the Joint Corporations, Elections & Political Subdivisions Interim Committee): A bill that would allow counties, cities and towns to modify authority to impose zoning assessments.

HB0024 – Medicaid birth costs recovery-amendments (sponsored by Joint Labor, Health & Social Services Interim Committee): Bill that would have amended the procedures for birth cost collection actions for Medicaid, requiring the disclosure of vital records as specified.

HB0030 – Behavioral health services task force (sponsored by Joint Labor, Health & Social Services Interim Committee):  Would have created a behavioral health services task force to study behavioral health topics.

HB0041 – Disclosure of private cryptographic keys (sponsored by the Joint Judiciary Interim Committee): A bill relating to digital assets that specifies disclosure of obligations to private cryptographic keys.

HB0063 – Fuel tax (sponsored by the Joint Revenue Interim Committee): A bill that would have increased the tax by .27 per gallon.
